Summary
Adds a new HLD (doc/acl/ACL_IP_tables_hld.md) describing how aclshow -a will be extended to show real packet/byte counters for Control-Plane ACL (CACL) rules that today render N/A.
Motivation
CACL rules currently show N/A in aclshow because there is no SAI counter for control-plane traffic. Ops need visibility into per-rule hit counts on the host for triage without vendor changes.
